IMPORTANT INFORMATION: Effective immediately, the following applies to all (FE, FS, PE, and PS) applicants: PCS no longer accepts applications and work experience documentation by mail. Applications and work experience documentation received by mail will be returned to the sender.
The Massachusetts Board of Registration of Professional Engineers and Professional Land Surveyors has engaged Professional Credential Services (PCS) for application processing, examination administration and score reporting of the engineering and land surveying examinations.
PCS coordinates the examinations. Professional Engineer (PE) Comity applicants must submit applications, all required documents and fees directly to PCS. PCS will process applications, communicate any deficiencies to the applicant and submit completed applications to the Board for approval.
(Note: Comity is the principle by which one jurisdiction may accede or give effect to the laws or judgments of another Board. Massachusetts grants comity consideration only if the Board can determine that the licensee's primary jurisdiction licensed the applicant in compliance with Massachusetts' requirements.)
Step 1: Download and read your Candidate Information Bulletin.
Step 2: Create an Account with PCS if you do not already have one. You will receive an email from PCS once you have successfully created your account.
Step 3: Pre-register and pay for your Application after you have logged in if you have not already registered. PCS accepts Discover, Mastercard, and Visa.
! All Application Fees are non-refundable
Step 4: Download the Board Application for the FE and/or EIT Certification.
Step 5: Go to your account Home Page and upload your completed Board Application for PE by Comity and all required documents (Non-MLE candidates only). Board applications are accepted on an ongoing basis and the normal processing time for comity applications is two to four months after receipt of all required documentation.
Step 6: Once the board has made a decision on your approval for a MAPE license, they will notify PCS of the approved candidates. PCS will then email the approved candidates a letter with further licensing information. Candidates not approved will be contacted by the MA board office regarding your status.
Step 7: When approved candidates receive the approval letter, they may log in to their PCS account to pay the licensing fee with either a Visa, MasterCard or Discover.
Step 8: Once the licensing fee has been paid in full, candidates will receive a pocket license and may view their license number within 2 weeks at www.mass.gov.
Classification A: Registered in another state/jurisdiction and in compliance with the requirements of one of the listed classifications. i.e. classification (b) through (e).
Classification B:
(1) An ABET accredited Bachelor of Science degree in engineering or one approved by the Massachusetts Legislature together with a Master's Degree in Engineering by a school in the US whose basic engineering program is ABET Accredited and having three years of acceptable experience.
(2) An ABET accredited Bachelor of Science Degree in engineering and having four years of acceptable engineering experience.
(3) A Bachelor of Science degree from an institution authorized to grant such degree by the Massachusetts Legislature and having four years of acceptable engineering experience.
(4) A non-accredited curriculum with a Bachelor of Science degree in engineering or a related engineering science such as a technology degree, foreign degree, physics degree, chemistry degree, etc. together with an ABET accredited advanced engineering degree and having four years of acceptable engineering experience.
(5) A foreign degree in engineering of four years or more that has been determined to be equivalent to an ABET accredited degree and having four years of acceptable engineering experience.
In addition to the above, each must have passed the Fundamentals of Engineering examination.
Classification C:
A Bachelor of Science Technology degree or non-accredited degree in engineering or a related engineering science such as foreign degree, physics, chemistry, etc. and having eight years of acceptable engineering practice and having passed the Fundamentals of Engineering examination. (Foreign degree holders are required to submit an equivalency evaluation)
Classification D:
Twelve years of acceptable engineering practice with a minimum of six years responsible charge of significant engineering projects and having passed the Fundamentals of Engineering examination. Undergraduate study in an approved curriculum may be considered as engineering experience on an equivalent full-time basis up to a maximum of 3 years.
Classification E:
Twenty years of acceptable engineering practice with a minimum of ten years in responsible charge of significant engineering projects. Undergraduate study in an approved engineering curriculum may be considered as engineering experience on an equivalent full-time basis up to a maximum of 3 years.
If you wish to cancel your examination and receive a partial refund for fees paid directly to PCS you must notify PCS, in writing, no later than the scheduling deadline. A $50 processing fee will apply to all candidates who cancel their examination. Refunds will be issued with-in 30 days after the examination. Fees are NOT transferred to future examination cycles for any reason.
Any withdrawal requests after the deadline will NOT be approved unless there is an extenuating circumstance. Proper documentation may be required such as military orders, doctor notes (for illness), a death certificate (for a death in the family), etc. Extenuating circumstances are NOT job related, vacations, lack of study time, weddings, etc. If you do not show up for the examination you will forfeit your fees and be required to pay the examination fee in full the next time you choose to sit for an exam. If you do not show up for your examination it is not counted as a failed score. It does not count against you in any way.

A: As of August 2006 the MA Board requires that every Comity applicant obtain and submit a NCEES record. Candidates should visit the NCEES website www.ncees.org if they have questions regarding the process of obtaining a record. Specific information on the NCEES records program can be found in the “read further” section of the NCEES website located at the bottom of the main page.
A: No, as is indicated in the instructions, candidates may write in “see NCEES record” where applicable on the application. Please note: Samples of work experience (drawings/calculations) must be submitted with the “experience table narrative & cover sheet” for each engagement only if you are not considered a Model Law Engineering (MLE). If you are an MLE, you are not required to submit work samples.
A: The Board advised that the amount of documentation/ work samples should not exceed one pound (1lb.) in weight. Ideally you would submit some documentation for each engagement listed on the experience table and/ or found in the NCEES record.
A: Once the application is complete it will be forwarded to the MA Board for review. It usually will not take more than 2-3 months for a decision from the Board, however it is recommended to allow up to six months for a decision. Applications are reviewed by the Board at each monthly meeting, on a first come, first served basis.
A: Professional Engineers registered/ licensed in their state of residence may seek a temporary permit to practice engineering in MA. Massachusetts residents may not receive a temporary permit. MA does not offer temporary permits to Professional Land Surveyors. A temporary permit application must be completed and submitted to Professional Credential Services. The application may be found on our website, www.pcshq.com, in the Massachusetts PE by Comity section. Temporary Permits are usually processed within 3 business days of our receipt of the application.
PLEASE NOTE: If a temporary permit application is received by itself, before or without a comity application, the temporary permit will be valid for 30 days only. Candidates who plan to also seek comity in MA should submit the temporary permit application either together with their comity application or after submission of the comity. The temporary permit may then be granted for as long as it takes the Board to decide upon the comity application (a period of not more than 12 months).

A: No, Comity applicants may only apply for licensure in branch of engineering corresponding with the NCEES exam discipline associated with their original license. If an applicant has taken and passed more than one NCEES exam, that applicant may be licensed in whichever exam discipline they choose (including both, if separate applications and fees are submitted).
A: Approved comity applicants will be notified regarding the remaining steps to the licensure process. Payment of a license fee is required, please see the “Massachusetts Fees” link for more details.
A: Once an application for licensure has been approved by the Massachusetts Board, a letter will be emailed from Professional Credential Services notifying the applicant. The letter will inform the applicant of the Board License fee and the PCS Wall Certificate fee. The license number will be issued and posted approximately ten to fifteen business days after the fees have been received. License numbers may be found on the Board's web site.
A Professional Engineer registered in his or her own state under equivalent qualifications may be given a permit to practice in Massachusetts for 30 days in each calendar year. If the applicant has a board review pending application for registration in Massachusetts, he or she may be given a permit valid until the Board acts on the permanent license application and is approved by the Board. Please be advised that applicants who are residents or have a business address in the state of Massachusetts cannot obtain a temporary permit.
